Time: Approx: 11:15 p.m. and 5:5 p.m.
I found your information online while looking for an explanation of what I've been seeing. I'm a resident of Portland, OR and have seen 2 strange sightings here. The first was on my way to work around 11:15 p.m. The whole sky lit up a blue/green color, but after asking around, no one else seemed to have witnessed it so I just shrugged it off.
The second was tonight at around 5:45 p.m. I was at an intersection and while waiting to take a ramp exit from the intersection all the lights went off (intersection lights) and seconds after I saw the blue/green light light up the whole sky!
This time lots of others saw this because it was rush hour and I was luckily not alone in my car either. I tried to look in the sky to see where it was coming from but couldn't see anything.
After the sky went dark again the intersection lights turned back on. I can't explain this but I'm very disturbed by it.
